Background information:
Parbatya Bouddha Mission PBM was established in 1486 with a group of dedicated ethnic volunteers registered with social welfare directorate and NGO affairs Bareau people’s republic PBM undertaken of Bangladesh. Since inception various socio-economic improvement approaches for the poor disadvantaged peoples of khagrachari and Rangamati. PBM established an orphanage at pilot para kamalchari and 2 orphanage based schools, one Primary and another one secondary school in which 80 orphans and local children are provided educational facilities.
Parbatya Bouddha Mission later expanded its socio-economic development activities by securing financial aids from various sources/donor agencies- from Simavi, MISEREOR, AUSAID, KARUNA Trust ....... and UNDP CHTDF.
The present Educational activities:
PBM has 5.community based schools at laxmichari, matiranga, khagrachari sadar and Mahalchari, PBM’s staff support in management, formation of school management committees SMCS, parent teacher Associations, Mother groups and help in participation in ownership of the schools activities. PMB mobilized communities for active participation in school management, enrolment of all the children to ensure primary educational facilities for the poor children of rural villages. We also make efforts on community mobilization, motivation, confidence building and encourage the rural village people to establish more community based primary schools to access primary educational facilities to the hard core poor children and working children where such facilities totally absent where the primary schools far from the villages and difficult for to the children attend schools by crossing risky streams or rivers in rainy season.
Further more, among ongoing other development project activities, like community economic empowerment, agriculture and food, production etc the community mobilizing on primary education is also being done by PBM staff for the achievement of millennium development goals ensuring education for all groups eradicating illiteracy from the socially.
PBM also makes efforts on community mobilizing for reenrollment/re-schooling of the dropped out children and working children, the dropped out schooling children have been engaged in the household works instead of sending them to the schools, thus, many children are deprived of having even primary educational facilities. PBM holds meeting with parents/guardians of these children together with the school teachers and SMCs for reenrollment of the children by processing of getting admission in the classes from where they were dropped.
Lack of skills of SMCs, PTAs and NGs, the drop out rate is higher in the rural areas of CHT, to reduce the drop out rate, PBM staff take appropriate measures providing management training to the SMCs PTAs and MGs to ensure full active participation of above members in the management of the schools, so that they may monitor and supervise regular attendances of the students and conducting regular classes of the schools by the teachers and to give attention to the less talented/dull students and counseling are provided to the MGs and PTAs to provide special attention to their schooling children who are about to drop out and or already dropped.
For reduction of drop out rate, PBM formed several volunteer groups which monitor, inspect the schools with MGs, PTAs and SMCs whether MGS numbers provide attention on their children’s education, sending them to the schools, teaching at home, helping reading, writing, spelling and doing home works,, whether the PTAS and SMCs working well/ response the necessary management.

PBM head office and project head office control the projected offices, projected staff and volunteers. The relevant projected staff responsible for educational programs, conduct the project activities from the Upazila based -units, they monitor, supervise and make frequent field visits 5 days in a week. The Upazila project coordinator will deploy, supervise and monitor the relevant projected staff in Upazila and union level and he/she will visit to a union based project activitiesat least once in a week.
The district project coordinator will go to the Upazila project offices, visit the union level projected activities respectively from one site to another, visit the offices, office management, cheek the expenditures, accounts, records of works and need of new budgets for the next month, and appropriate utilization of project money allocated.
There is a accountant in each project office and a office assistant who maintain daily cash flow, drawing money, making budget of petty cash, distribution of cash, maintaining cash book, ledger book, keeping proper records of daily expenditure and relevant vouchers.
An interim audit team make visit to each of the project unit office once in a month to make internal audit, cash books, ledgers and all relevant records and prepare quarterly audited report for submission to PIC and the PIC to EC
Besides this, the project implementation committee (PIC) together with the executive committee members will visit the project activities, meet with SMCs PTAs MGs and hold meeting to solve the .raised problems and discuses for the programs of the existing primary education programs including adjacent village of the school to access primary educational facilities to all children to reduce the drop out rate.
The comment of PBM on its experience in similar projects :- PBM started the similar projects- community mobilization on primary education, motivating the communities to actively participate in SMCS, ownerships in schools activities , raised awareness on duties/responsibilities of the SMCs, PTAS, MGS and essential of primary education for all children. PBM supported, provided necessary guidance/counseling to the communities in establishing new community based schools in Laxmichari, Matiranga and Mohalchari Upazila, formed 18 MGS groups, 18 PTAs and 12 SMCs groups, and PBM also provided 3-5 days school management trainings to the several SMCs groups MGs and PTAS groups for effective participation in the schools management activities. Due to lack of management skills/leadership skills of the SMCs, many community based primary schools were closed, PBM organized meetings with the villagers, encouraged them to restart the schools, formed new SMCs, PTAs and MGs groups and supported some portions of expenses of the schools repairing costs, in raising funds for the schools, help the SMCs in raising funds for the schools from Hill district council, social welfare department, NGOs and supported for inclusion of the schools in govt. registration process so that some portion of expenses would derive from the government’s education welfare funds.
The identification of the persons will represent in future dealing with the procuring UNDP entity following PBM’s representatives will liaise, contact and represent with UNDP regarding to the project activities in the future.

The resources of PBM in terms of personnel are as follows:-
PBM has education director who conduct its educational programs in 5 upazila, 3 in Khagrachari and 2 upazila in Rangamati Hill Tracts who has 16 years experiences in relevant field of education and other community development and orphans caring. PBM has also 2 training officers, 15 field officers, 36 volunteer and 12 other office staff who have 8-10 years practical experiences in community development program. PBM has a total 18 human resources and 2 big offices (office spaces). PBM also a network member CHT NGO forum and it has 12 partner organizations with which it share educational works together with 36 community based teacher volunteers who were formed during the educational campaign programs of 1991-2007.

Future expansion of resources plan :
1. Volunteer recruitment plan :
30 to 40 volunteers will be recruited from several Upazila of Khagrachari Hill Tracts 4-5 volunteers from each Upazila within the FY 2010-2012 for the purpose of education campaign, eradication of illiteracy, to establish new community based schools and to ensure enrollment of all the children of hard to reach areas/ backward communicated areas where such educational institutions are not available.
PBM will make efforts to continue the educational facilities for the dropped out children by re-schooling them consulting with MGs, PTAs, SMCs and teachers groups. so that all the children may have the primary education.
PBM will undertake community mobilization initiatives, will form MGs, PTAs, SMCs, provide school management, leadership training to the SMCs, PTAs and MGs member during the implementation of its existing projects those have been in ongoing process in every projected areas where such facilities are needed. The field staff of PBM will hold meeting with the existing SMGs, PTAs, MGs in its project sites and necessary counseling’s will be provided to them participate in owner of the schools where need and support them in fund-raising for repairing, infrastructure development of the community based schools.
At least a one trained field staff will survey, in the village of the project sites to find out the courses of increment drop out rat, the quality of education practiced/ taught in the schools.
2. Proposed Metrology:
The prospective responsiveness of PBM to the proposed educational program to be undertaken.
A project Implementation committee (PIC) will be formed consisting 7-9 members of PBM which will manage the proposed program recruitment of identified staff, deployment, assignment of duties, monitoring and supervision of the projected staff in offices and in field level. A separate purchase committee will be formed consisting 3-5 members, which will responsible in purchasing/ renting the equipment according to the contract of procuring UNDP CHTDF.
The Evaluation cell of PBM will evaluate the project activities from the beginning till to the end of the project activities, revealing the gaps and there will be submitted in the monthly meeting. So that the gaps to revealed and or undone portion of project tasks may be dove again of redirect the uncompleted portions of works.
* Deployment System:
PBM will deploy the projected staff to be employed with its skilled staff to word together. So that the proposal project activities may be effective, fruitful and cover the scheduled works within the timeline as shown in the work plan.
* Support of skilled volunteers of PBP:
PBM has its own volunteers in laximichari, Matiranga and Mohalchari who will supports the PBM staff in its project implementation through liasing, disseminating information, coordinating and organizing meeting with the target population Father name, the sail volunteers also recruitment volunteers encouraging to serve the disadvantaged people for their socio-economic development and ire diction of illiteracy from the society.
* Community Participation:
PBM trained staff instigate, encourage and motivate the target people and other stake holders to actively involve / participate in the project activities making them understand that all the development activities are done for their own development, education program for their children to educate them for their own interest. This PBM implements the project activities rapidly which are more fruitful and quick impacted as the target communities actively participate in the project activities. Thus for the proposed project PBM will make effective and the target results will exceed than targeted.
* Monitoring and follow up:
The Projected responsible staff will monitor and follow up the proposed project activities through fragrant field visit under the guidance PIC and EC.
The proposed project activities will be monitored and follow up by the following ways:
The District coordinator will monitor and follow up project activities at least once in a weak visiting the SMCS, PTAS, MGS and schools to be supported by the CHTDF. He/ she will discuss the progress of the project activities with the SMCS, PTAS, MGS and community leaders of the project sites. He/She will also will also daily works sheets/ progress reports to be prepared in the upazila project offices respectively, discuss with the upazila PC and staff, make efforts to solve the rased problems in implementation of the project activities. He/She will also liaise with the PIC, support PIC in designing, planning and making work program of the next week, coordinate with CHTDF, HDC and relevant education department and authorities.
The upazila project coordinator will stay in upazila based project office to be hired, he/ she will deploy the community facilitators to there respective union-based project sites make field visit to each project site/ schools meet with the SMC, PTAS, MGS to be formed/ reformed discuss about their active participator in schools management and running. He/She will organize open meeting/ sessions, monthly meeting tri-monthly meeting with SMCS, PTAS and MGS according to the work schedules prescribed by the UNDP CHTDF. He/ She will organized arrange training for SMGS, PTAS and MGS members, monitor and impact the works of the community facilitators, coordinate with the reliant upazila government department and CHTDF.
He/ She will liaise with upazila office and district project office collect the information regarding project activities in weekly basis and send them to district office.
Work of community facilitator will work in the project field those pre-defined by the UNDP CHTDF after having skills training from the CHTDF and PBM, they will be deployed posted to the target upazila project offices and be assigned responsibilities/ duties to the selected union based project sites, conduct community mobilizing awareness raising on primary education, form SMGS, PTAS and MGS organize training/ workshops in with target group members disseminate information liaise with PBM volunteers in disseminating information. The CFs will make frequent field visit, monitor and follow up the school activities under the guidance of upazila project coordinators, 4-5 CFs and 2-3 PBMs volunteers will provide services in each union, the CFs and volunteers will stay union based project sites and work 5 days in a week except govt. holidays and weekly holidays each CF will visit 1-2 SMCS, PTAS and MGS groups discuss, with them about active participation in the school activities and the ownership of the community people in school activities sound management of their schools. So that all the children may be derived basic educational facilities. On the other hands, the PBM volunteer will make efforts to find out the dropped out children, according to the PBMS eradication of illiteracy campaign. The dropped out children will manage to re-schooling with help of the teacher and SMCS, PTAs and MGs.
The PBM volunteers will play vital roles in the proposed educational program. Some of them were house tutors. Some social workers who have long experiences/ skills in community mobilization on primary education, forming SMCs, PTAs and MGs and played significant roles in establishing community based schools through encouraging, raising awareness on primary education. They have also capacities/ skills in community motivation, convincing abilities. They will be able to help the CFs in implementing the proposed community mobilizing and other education component of the program.
* The roles of Executive members:
The Executive members of PBM together with the general members will help the PC in over all project management administration maintain the project related activities in offices and in the field level. PBM has some partner NGOs which have trained staff. if necessary PBM may hire at any emergency works.
The equipment / vehicles for the proposed project will need.
